Fitzgerald Names Four to Independent Police Review Board

Work Underway for Selection of Ninth Member, Joint Appointment

PITTSBURGH – County Executive Rich Fitzgerald today announced that he has named four individuals to the county’s Independent Police Review Board which has been established to receive and review allegations of misconduct filed by a person against a police officer.

 

·       Stacey Hawthorne is owner of SH Polygraph Services LLC. A former detective with the Pittsburgh Bureau of Police, she is a certified polygraph examiner who retired from the bureau in January 2019. Her last assignment was to the Internal Affairs Unit where her duties consisted of investigating problem officers. She is a resident of Pittsburgh and will serve an initial three-year term.

 

·       Coleman McDonough is former superintendent of police in Allegheny County and has also served as a municipal chief of police, been a member of command state for the PA State Police and worked as a law enforcement coordinator for the U.S. Attorney’s Office. He currently teaches and serves on a variety of committees, including the Allegheny County Bar Association ad-hoc Committee for Police Reform. He is a resident of Bethel Park and will serve an initial four-year term.

 

·       Robert Meinert is senior investigator and partner of Cyber Protection Bureau LLC. He has previously served as a private investigator, manager of security, police officer, elected magistrate and detective. A former adjunct professor at Community College of Beaver County, he is also an instructor with the Allegheny County Police Academy, Pennsylvania Minor Judiciary School, and for Act 235 certification. He is a resident of Neville Township and will serve an initial one-year term.

 

·       Rev. Regina Ragin-Dykes is the First Vice President of the Pittsburgh Branch NAACP and pastor of New Life A.M.E. Church in Homewood. She has worked as a workforce development specialist at the Urban League of Greater Pittsburgh and served as executive director at the Hazelwood YMCA. She is a Pittsburgh resident and will serve an initial two-year term.

 

Pursuant to Ordinance 06-21, the ninth and final member of the board shall be appointed jointly by County Council and the County Executive and is subject to confirmation by a majority of the seated members of Council. The parties are working through that process now.
