Active Transportation Planning – How Neville Moves

On October 25, 2023, Neville Township kicked off a new transportation planning initiative, meeting with County and State officials to prepare the Neville Township Active Transportation Plan. Funded by a grant from the Allegheny County Redevelopment Authority, the study is being performed by Traffic, Planning and Design, Inc.

What is active transportation? Human-powered transportation – travel powered by physical energy, including walking, cycling, scootering, or using a wheelchair.  Why study it?  The ways we can move around our community have a profound impact on our daily lives and the environment.

Benefits of active transportation include helping people maintain their health and well-being, promoting cost-effective modes of travel, helping to sustain the environment, and reducing traffic congestion.  Sounds great!  But walking and cycling have challenges, especially for communities where transportation was designed primarily for vehicles.  Common barriers to active transportation include:

  • Safety Concerns – insufficient infrastructure, poor road design, inadequate signs, and conflicts with motor vehicles can make active transportation risky.
  • Infrastructure Gaps – the lack of adequate sidewalks, crossings, bike lanes, and public transportation links all impede our routes.
  • Weather and Geography – extreme weather conditions and challenging terrain deter people from walking and cycling.
  • Cultural and Behavioral Factors – changing our ingrained habits and attitudes can be a slow process.

Over the coming year, the Township will map existing and proposed pedestrian, bicycle, and trail facilities, develop recommendations for improvements, and create an implementation plan.  Once complete, the Active Transportation Plan will be used to guide our public policy when we make decisions on construction projects, zoning regulations, and to assist in budgeting and grant requests.
